CVE-2020-17519 Apache Flink Improper Access Control Vulnerability
Apache Flink contains an improper access control vulnerability that allows an attacker to read any file on the local filesystem of the JobManager through its REST interface.
From the CISA KEV catalogue version 2026.11.06, with Cybergen analysis. Updated 6 Nov 2026.
Should You Worry?
- CISA confirmed exploitation in the wild and added it to the Known Exploited Vulnerabilities catalogue on 23 May 2024.
- Rated Critical severity (CVSS 9.1, scored by CISA).
- It has been in the catalogue for 897 days. Systems still unpatched now have almost certainly been scanned for it.
What It Is
A change introduced in Apache Flink 1.11.0 (and released in 1.11.1 and 1.11.2 as well) allows attackers to read any file on the local filesystem of the JobManager through the REST interface of the JobManager process. Access is restricted to files accessible by the JobManager process. All users should upgrade to Flink 1.11.3 or 1.12.0 if their Flink instance(s) are exposed. The issue was fixed in commit b561010b0ee741543c3953306037f00d7a9f0801 from apache/flink:master.

What To Do Now
- 1
Find it
Search your asset inventory and external attack surface for Apache Flink. Include cloud images, appliances and anything a supplier runs for you.
Attack Surface Management - 2
Fix it
Apply mitigations per vendor instructions or discontinue use of the product if mitigations are unavailable.
Vulnerability Management - 3
Hunt for compromise
If an affected system was reachable before you patched, assume it may have been hit. Check logs, new accounts, web shells and outbound connections from the date of exposure.
Incident Response - 4
Prove it is fixed
Rescan or test the system after patching. Upgrades that fail silently and forgotten secondary instances are common.
