CVE-2017-12319 Cisco IOS XE Software Ethernet Virtual Private Network Border Gateway Protocol Denial-of-Service Vulnerability

A vulnerability in the Border Gateway Protocol (BGP) over an Ethernet Virtual Private Network (EVPN) for Cisco IOS XE Software could allow an unauthenticated, remote attacker to cause the device to reload, resulting in a denial of service (DoS) condition, or potentially corrupt the BGP routing table, which could result in network instability.

From the CISA KEV catalogue version 2026.11.06, with Cybergen analysis. Updated 6 Nov 2026.

Our Assessment

Should You Worry?

Patch nowCybergen assessment
  • CISA confirmed exploitation in the wild and added it to the Known Exploited Vulnerabilities catalogue on 3 Mar 2022.
  • Rated Medium severity (CVSS 5.9, scored by CISA).
  • This product type is often exposed to the internet, which is where attackers scan for it first.
  • It has been in the catalogue for 1,709 days. Systems still unpatched now have almost certainly been scanned for it.
The Vulnerability

What It Is

A vulnerability in the Border Gateway Protocol (BGP) over an Ethernet Virtual Private Network (EVPN) for Cisco IOS XE Software could allow an unauthenticated, remote attacker to cause the device to reload, resulting in a denial of service (DoS) condition, or potentially corrupt the BGP routing table, which could result in network instability. The vulnerability exists due to changes in the implementation of the BGP MPLS-Based Ethernet VPN RFC (RFC 7432) draft between IOS XE software releases. When the BGP Inclusive Multicast Ethernet Tag Route or BGP EVPN MAC/IP Advertisement Route update packet is received, it could be possible that the IP address length field is miscalculated. An attacker could exploit this vulnerability by sending a crafted BGP packet to an affected device after the BGP session was established. An exploit could allow the attacker to cause the affected device to reload or corrupt the BGP routing table; either outcome would result in a DoS. The vulnerability may be triggered when the router receives a crafted BGP message from a peer on an existing BGP session. This vulnerability affects all releases of Cisco IOS XE Software prior to software release 16.3 that support BGP EVPN configurations. If the device is not configured for EVPN, it is not vulnerable. What To Do Now

  1. 1

    Find it

Search your asset inventory and external attack surface for Cisco IOS XE Software. Include cloud images, appliances and anything a supplier runs for you.

    Attack Surface Management
  2. 2

    Fix it

    Apply updates per vendor instructions.

    Vulnerability Management
  3. 3

    Hunt for compromise

If an affected system was reachable before you patched, assume it may have been hit. Check logs, new accounts, web shells and outbound connections from the date of exposure.

    Incident Response
  4. 4

    Prove it is fixed

Rescan or test the system after patching. Upgrades that fail silently and forgotten secondary instances are common.
